Documentation - you'll need:

  • the application form (which *I Think* is an EX18), 
  • the form that you take to the bank to pay the application fee which if I recall is 12€, 
  • a Certificado de Empadronimiento (which you get from the Ayuntamiento) which is less than three months old, 
  • proof of either a rental contract or home ownership
  • your passport
  • proof of "sufficient funding" which is, if I recall, that you have available to you the equivalent of 1 years IPREM - 7.500€
Obligations:  Not really any except that Spain is your country of primary residence and you therefore remain in Spain for a minimum of 183 days a year

Dario is correct - it is EX18. However, once you have residency, to obtain a TIE card ( tarjeta de identidad de extranjero ) you will also need EX23 Application form. They can be downloaded from the internet. 

None of it is difficult, just a little time consuming!

Truenudisttoo - A German passport holder will NOT require TIE; that is only for 3rd country nationals.  Once the Residencia application is complete, she'll be given her green residencia card (like we used to have) and that will be all she needs
