Does anyone know a Brian Catlin?

We have been back in the UK over summer, and on return discovered an official notice from the Diputación de Almería, vaguely addressed to someone named Brian Catlin, shoved under our garage door. I suspect he must be a reasonably near neighbour, but I don't know the name. Can any Velez Rubio readers make an introduction, or perhaps does Brian read this forum?
