If you go on  www.arboleasforum.co.uk you will find there is a fishing/angling Club and they may be able to help with your enquiry. I have been told it's easier to obtain a Coarse Fishing Permit in Murcia Province than Andalucia.

Used to be a Carp fisherman for years but too many hoops out here. We have one property in.Murcia so I asked this chap if I could accompany him. Never had a reply. Another hail & farewell Brit.

Tight lines,

It's course fishing, sea fishing licence is only about 5 euros.Firstly you need to have insurance, then go to the office in Lorca and get it on the day. Sorry I can't remember address just now, but might be able to get it for you from our sat nav

Not a fisherman but 25 years in Spain and would think from my experience of other things anything obtained in Murcia will be of no value in Andalucia.
