paying car tax

does anyone know if going to the bank to pay car tax would be acceptable as essential travel

My husband has been to the bank in Cantoria to pay his car ta  with no problem at all.the police were about but said nothing. He paid via the  A.T.M   machine

My husband walked into Cantoria and paid his car tax at the atm machine, with no problems at all.
