Are there still millions of flies about in Jan and Feb?

No. I assume you live in Roquetas de Mar? I do too. There are no more flies than there would be in any temperate to sub-tropical climate. But out in the campo there are pig farms. Avoid living near one!

No I am thinking of going there for a winter holiday Serena area, but remember a lot of flies in the summer because of agriculture and wouldn't want to put up with them again?

Wherever you are in the world there tend to be fewer flies in winter than in summer, if that assuages your anxiety. Don’t forget: the tapa means a lid - to keep flies outside of your drink.

Absolutely not. The cool nights put paid to the flies during the winter months. I did a lot of walking in the Serena area last winter with not a fly to be seen, although the days are pleasantly warm. Towards the end of Feb you may encounter the occasional fly but nothing on the scale of the summer months.

Chris is completely correct.

Flies are an aspect of hot weather and the garbage bins .
