There is always a chance, no matter where you are considering buying on it near the Costa in Almería. Future development of the kind you've mentioned cannot ever be ruled out. As regards Cortijo Grande your daughter would be well advised to seek out a solicitor with particular knowledge of that area and the history of infrastructure disputes.
