Chimney vent

HiAny help on this please.. fire place has a cone shape vent inside and on the outside sliding vents top and bottom.
We open bottom vent to draw fire when first lighting but not sure what top vent and cone do.Cone vent is visible just inside chimney above fire. Photo attached.
