Legally, no and certainly not during summer season.  Check with the council of the area you intend to go, you may find some areas have dog-friendly beaches

'Place in the Sun'  frequently tells people how much their dogs will enjoy long walks on the beaches when the relocate to Spain, someone should tell them!

From May till October, most of the beaches will not let dogs on.

It's, when the tourists are there etc, which you can understand.

At other times, the fog, ideally should be on the lead, but we have gone with ours when it's quiet, and let her have a run

Be sensible, as the fines are heavy, if rules are breached.

There are lots of isolated beaches you can use
