For both it's Oficina de Extranjeros in Almeria and you need an appointment. If you are fluent Spanish and can download the forms and when you have all the required credentials,  you can do it yourself, other that you may need the help of a gestor.

Mundi Abogados, Las Buganvillas.  English spoken, very very highly recommended.  They charge 180€ per person for Residencia, probably a little less for just NIE.

Please remember that in Almería now you must have a reason to want an NIE, and will need to support it with pre-sales invoice (e.g. for a car) or contract for purchase of house or similar.

Just been to mundi abogados to see what they charged to update our recidentia address and also our driving license, they tried to get us to renew our green card, didn't want to know about updating our driving license address, and said they would call us back with prices for updating our residentia address,so far nothing, they weren't really interested. They are not gestors but solicitors.Very disappointed in them.Seemed to me unless they are going to make a lot of money out of you they don't want to know.

Good to know - I’ve never used them myself, only on recommendation of others - many thanks for the valuable feedback

I’d recommend my Asesora who is brilliant - but she speaks no English; Do you need English speaking or shall I pass you her details?
