Only if you are driving on the left and traveling clockwise around a roundabout.

In Spain we drive on the right and travel anti-clockwise around roundabouts, ergo the right-hand lane is the outside lane on roundabouts, dual-carriageways and motorways.

The LEFT hand lane is for overtaking.  If you travel any distance in the left hand lane here, you are liable for a fine.  Hard shoulder runs parallel to right hand lane.  Because we drive on the right hand side of the road, not the left.  So yes.  Hard shoulder is next to the OUTSIDE lane according to DGT.

I’m guessing you don’t drive in Europe? Either that or you’ve simply decided to apply terminology which is at odds with DGT / Spanish law

please re-read the excerpt I posted which came from DGT and would seem to disagree with you.  Like I say, you know better - take it up with them, I’m not going to bother responding to your very obvious trolling anymore
