You say “new” in Spain; are you here on holiday or for a short period? Or are you here permanently or semi permanently - i.e. for more than 3 months?

If you are here for less than 3 months in any 6 month period, to get a NIE you’ll have to prove you need one, for instance buying a car or a house.  For that you’ll need pre-sales invoice or similar.

If longer than 3 months, it is Residencia that you are obliged to obtain, which gives you NIE as well.

In both cases, you need to register with your local Ayuntamiento to get a Certificado de Empadronamiento - the Padrón.  This is (usually) a simple process of attending and showing or proving you live at a particular address here in Spain.

A Padrón will be a pre-requisite for Residencia and probably for NIE as well.

It is highly recommended that you get a Gestor / Asesor to assist you as navigating the bureaucracy and paperwork can be .... a challenge

Hi, just to add to what Dario said, we have just gone through all this :

Get Padron from Vera ayuntamiento first. We did it 8 weeks ago and needed passport, rental contract, NIE of owner of apartment and copy of their Nota Simple ( short 'deed' of ownership . You need to do this first as practically everything else requires it.

To get your NIE you need to be buying a house or car or business and Almeria will not give you one without proof of the purchase. If, however, you are applying for residencia your NIE will be issued with your green residencia card 

If you are hoping to apply for residencia I would advise getting professional help asap as who knows what will happen re Brexit. We used Mar Consultadores in Mojacar Playa ( lawyer and also gestor) on recommendation and they have been excellent.
