Ten minutes ago (15th April, 12:10) I was stopped by 2 members of Guardia Civil in an unmarked car. I had to show the officer (who didn't bear a mask, as in my only other encounter with Guardia Civil during the "confinamiento") my purchase and then could go on. They had not moved the car that a man with a tighted dog came to the car and talked to the officer to describe "an elderly man who was coughing in the steet nearby). Then the man went on with his dog without having to justify anything. Next minute, the officer stopped a man on a bike to check what he was doing and this one showed his purchase and could go. My question is: Is the Law the same for everybody ? There is not a single mention of pet or dog in the Real Decreto or in its complements, despite what has been written on the Internet. Children and adults have been kept at home for now more than a month, dogs and their owner still go on walking in complete opposition to the Law...

Of course people with dogs can take them.out for a 'toilet' break providing they are quite close to their home. It has always been in the directive.  Did you know where the man lived?

Can't tell you which directive, possibly the royal decree, you'll have to ask someone with a dog.  All I know is that it is allowed.   People with pets without a garden or who live in an apartment would find their homes starting to smell after all this time otherwise.  As a said they are limited to their own immediate area and not on long walks.  Don't worry about it Tatiana someone will soon reply who has a pet I'm sure.

It is not in the R.D. and could not be as such an article in a Law would be contrarily to the Spanish Constitution (which I have also read): that would mean dogs have more right than children and that cannot appear in an official written text.  The fact that many people think and alledge it is allowed does not mean, as far as I know, it actually is a Law.

There was also a directive put out the other week by the ayuntamiento de Vera with a list.   If children were allowed out also they would be vulnerable just as you or I, not so dogs.  Anyway I'm sorry.  I've told you what I believe is true and I really do not have the time to enter into lengthy diatribes.   Sorry.  If you don't believe me make a complaint.  Just as a matter of interest why didn't the police fine the man you saw yourself if he was breaking any law?

Thank you Kevin M for the list, perhaps the lady will now believe I was not making up my information.  I hope this clarifies things for her. Bv

You did well to explain the rules.   Maybe just me but I feel this was well known info since the beginning as everyone had to know and understand the rules. I can’t understand how Tatiana didn’t get that. I wonder if she read Kevin Ms reply.

some people seem to want to be pedants, rules are rules, but can be interpreted differently by each officer,as has always been the case, look at gas bottles/tobacco etc even before the lockdown
