Zero use electricity charges (Endesa)

Like so many I have not been able to visit my apartment due to the covid restrictions. My supplier is Endesa and I have been charged around E45 every two months for zero usage. I have noticed many people complain about the cost of electricity but is this about in line with what others pay? The Potencia accounts for most of the charge at around E36 per two months. This Potencia seems to be a use or pay anyway and is currently 4,6 kW x 0,13333 Eur/kW. Is it easy or worthwhile to change this figure and does it seem about right for a small 2 bed apartment? Any comments are appreciated both for the current period where we have zero usage and for normal usage.
