I have an NIE number but now want to apply for residencia. I own a house just outside Velez Blanco, just over the border into Lorca/Murcia so my question is can I apply for residencia at the police station in Velez Rubio or will  I have to go to Lorca? Can anyone help please?

You will I believe have to go to your closest Extranjeria office, which I think MIGHT be Lorca, but could also be Murcia.

The only police stations that can process Residencia are CNP stations I believe, as CNP are the organization that deal with extranjeros.  

As you are over the border, you’ll not go to Almería ... but certainly get yourself a gestor to guide you through the process.

Not up your end of town, I’m afraid - I’m down in Vera, a good 40 minutes drive down the E15.

If you were willing to travel, I’d say C.A.T services in La Alfoquia .... in fact it may we’ll be worth contacting them ANYWAY via email to see if they can recommend anyone in your area.

CATS services will not deal with it as you are in Murcia region.

If you follow Jim's Guide on this Forum you can do it quite easily yourself and apply for an appointment at Lorca Policia Nacional.

I would suggest you contact CATS services  a great organisation  near Albox  .  View there information  site, they will advise you on what paperwork is required.  .  You do not get your residential from the local police station.

As I previously said, CATs services will not help you as you are in Murcia region. Fact. As they told me.

Fact - we received our Residencias from Lorca Polica Nacional in Dec 2019.

A great deal of difference between Policia Local and Policia Nacional. In Murcia, there are Policia Nacional stations that you can attend, as pointed out.  Here in the region of Almería, our closest Policia Nacional is the city of Almería, at the Oficina de Extranjeria, in fact, for it is Policia Nacional who process Residencia applications.

As the OP is in Murcia, CATS cannot help them as they are not in Almería, which is the area CATS deal with.....

Fact - we received our Residencias from Lorca Polica Nacional in Dec 2019.

So pleased you got your residencia.  Things have a changed since we got our residencia cards in 2017 had to go to Murcia an arranged appt. Resident in VB.   CATS were very helpful to us and still are.
