I would help both. I would deal with the animal first, as that would be the easiest to get it off the street get it to a charity and or vets, or as I have done before taken it in.
I would then turn my attention to the person, as a person would sit still long enough and wait for help it could be explained to the person that help is coming.
Sadly with animals this is not the case, usually you get a one hit chance of catching the animal especially if it has been abused.
With an animal you can see honesty, you can see that it is in dire need of help. A rescued animal is a joy to see, the devotion and love they show is beautiful.
This is not the case with people unfortunately, as someone has written on here they helped what they thought was a homeless person only to find out he wasn't. So they felt they had been scammed. That's why I think the best ploy is to offer to take them to the British consulate where they will get help. If they refuse then I would be asking why they are refusing,!!!! There is a chap that before lockdown sat outside Lidl in Albox, he wasn't homeless, but had fallen on hard times, was finding it hard to pay his rent and buy food, I asked for his story and then made my decision, to donate a small amount, now you could argue this is wrong as he might spend it on booze or fags, and that I would be better to buy him food, well that's his choice that's his body, even if I gave him food he could sell that for booze and fags, who am I to dictate his life. If I don't like the idea of him selling food to buy something I don't agree with then I stop.
Because of the honesty of animals and the uncertainty of people I would choose animals every time.
