unfortunately not,every region in Spain has different system.
I have never fished the sea in Murcia so am not sure if you need a specific licence for there,however fresh water licences are a lot easier to obtain so would assume sea is the same

Yes a SEA fishing permit is valid throughout Spain. This was brought into force by Royal decree 361/2003 on the 22nd December of that year. If you are resident and a pensionista, the licence (for a one off fee) will have no expiry date. It is advisable to carry a copy of the attached jpg with your licence as the Civil Guard do carry out spot checks on fisherman.
A fresh water licence is a complete "kettle of fish" There is a mandatory 2 day course for which you pay (sometimes crammed into one day) with a pass mark of 60% plus it is regionalised and then the licence is broken down into different areas plus you must carry public liability insurance.
If you have plenty of spare time, search for Royal decree 361 on the web and the full information is in English. (bit like reading an insurance clause thought LOL)

was unsure about the Murcia sea so assumed it would not be valid,thank you for clearing that 1 up
however,have Murcia changed their system as there was no course/insurance needed for there
as you state Andalucia is a different thing

Yes when I lived in Aguilas (Murcia region) a fresh water licence was obtained very easily from the town hall but insurance was still needed although no mandatory course was involved. Andalucia (where I now live) does have different rules for coarse fishing but thats Spain for you the most autonomous country I know of.
