We have had a similar problem with several owners and even a dog who used to be quiet joined in after a few months.
You have to tell the owner(s) but you must have a president too - see if the Pres will back you up as well. Most of the time the owner doesn't know, so, it is an essential first step and puts you in the tight place morally. Some owners just go into denial mode but stay polite and keep telling them.
Repeat as and when necessary.
Also get other people involved if there is no improvement and then ask the police as a group +/- a President. In my experience the police may take action if there are enough complaints but not as an individual complainer?
We had such a problem that I took some action of my own. Once a dog chorus starts I respond with a dog whistle. It is higher pitched than our hearing but is irritating to dogs. If it is just one dog and it barks for 5 seconds respond with the same duration immediately it starts barking. Repeat each time.
I should note that the app on my phone called "Dog Whistle" is what I am using, not a physical whistle. Its made by CreativeOne, has a green background with a white dog and white sound arcs on it.
Out of a pack of seven dogs it has taken about 15 months to shorten their time barking until the whistle starts. At worst times I leave it on continuous and at least it makes the dog move away from next to my wall.
In America they sell dog speakers that detect barking and respond in a similar manner - automatically. :)
