Ring-fencing EU citizens’ rights whatever the outcome of Brexit

Costa Amendment: Correspondence with the EU Institutions
Secretary of State Steve Barclay and European Chief Negotiator Michel Barnier have exchanged letters on ring-fencing the citizens’ rights part of the Withdrawal Agreement whatever the outcome of negotiations.
1:18pm, 28 March 2019: Added response from Michel Barnier.
Barnier says that even in the event of a Brexit without an agreement (No Deal) the rights of UK nationals living within the EU (like us) "would remain a priority" and "I am confident that all the requisite measures will be taken to regularise their situation and provide them with the legal certainty they need."
We can but hope that this promise will prove to be so and that the difficult position that resident Britons may face here in Spain as 'third country' members if Brexit takes place (regarding far higher evidence of sufficient income requirements) will not be realised in practice.
