How to deal with flooding in my road in Rambla De Oria?

Dear Sir, I have been living on the Rambla De Oria for thirteen years and  very happy here in Spain. The only problem is our road, it floods terribly evertime it rains causing us a lot of damage. Although i pay rates and live in an urban area  The council are good to us and always get a machine in to make the road accessible. I have been told by a member of staff at the town hall that they are willing to concrete our road and to divert the water on to the Rambla but the 80yr old farmer does not want it doing so that is it, i thought it was law that an urbanised property is eligble for a decent road, lighting we do not want. The farmer lives about five meters from me. Please advise me what i can do to amend this problem as we are both in our 70s and can do without any upset in our lives we came to Spain for peace and quiet
