He could place an ad on Milanuncios for 'intercambio de idioma' partners.  Spanish people want to practisd their english too, and its a good way to make friends

If your not fond of Duolingo try Weeve, found both in  the AppStore and Google Play. 

Spainsh as spoken in Spain not South America. After all the developers live in Spain as they found Ireland way too expensive to live in.

Plus I love this from there website
