I sped-read the article. It appears this is some kind of re-start for people coming to Spain and work there up to 2/3 years.

My immediate reaction:-

1. Paying tax in Spain is an almost obvious conclusion.

2. It appears it is for workers only - are spouses/partners included?

3. I saw nothing there for somebody not prepared to officially work in Spain.

4. Is this for jobs that Spaniards refuse to do?

The good news:- It's a start (nothing more) and may have future consequences for the holiday Brit wishing to spend more than 3 months at a time in Spain. However, don't hold your breath. I hope it leads to better news for UK people wishing to spend several months in Spain.

Spain is planning to introduce a digital nomad visa that will allow you to stay and work for a maximum of 12 months which could then be extended up to two times” 

This is a digital version of a work visa - it bridges the gap between NLV and work visa, as on an NLV a person may not work.

Need to clarify though, it’s not 3 years, it’s exactly the same as an NLV in that each renewal will be for two years, so in total 5 years, making this visa a path to permanent residency, and having many of the same requirements e.g. financial and health cover.
