It is correct. You must bring your car to a garage and the water used will be recycled. Otherwise you may be fined. 

It is indeed.  You wah the car in an official carwash with recycled water.  Washing the car in the street with tap water will be fined.  Everyone uses .  

With that attitude I wonder why you are here.

It’s a very sensible law in a country that doesn’t necessarily have a great deal of rainfall and needs to be conservative with water.

As to the Spanish being painted as lazy - I would dispute that - and take no little umbrage - yes, we have siesta here, but then all businesses are open until 8 - 8:30.  They like their fiestas here, yes - but they are quite serious about the work they do (shout out here to the electrician that answered my urgent WhatsApp at 03:00 and came out to me at 09:00 on día de Andalucía .... having an electrical mishap causing 380v to come into the house was .... interesting - Muchas Gracias de nuevo Ramón)

I'm not with you there, Harry. Water is not as plentiful in Spain as in the UK or Ireland. Even in Ireland with all the rain that fell since mid January, there will be water shortages come the summer. I know this because this is the case every year.

If there's one thing the Brits are famous for it's for washing their cars to a spic and span state every Sunday morning. When I lived in Lovely Luton back in the day and when I'd toddle off to the nearest Catholic church, the Brits were happily up to their eyeballs in suds and water. Recently, I've seen a Brit lady clean the outside of her mini car with baby wipes. This is not a criticism. It is a tradition for the Brits to keep their chariots clean. I'll get around to cleaning our car, eventually!

I did not believe this at first but it’s correct. The Trafico N332 site confirms it - and that it’s also an offence not to clean your car - at least the windows, lights, indicators and number plates must be clean.

I find the traffic laws here are in most respects sensible - makes sense to keep lights, Windows, mirrors clean; especially as it gets quite dusty here .... and when we get that pre-summer rain .... that picks up sand from across the Mediterranean and dumps it leaving your car looking like it’s covered in red sludge ... which it is; then cleaning the bits that allow you to see and be seen is quite important
