To add a little to this; until all provinces complete phase 3, movement between the provinces is prohibited. The earliest that that could have occurred is 22 June, but that is now delayed at least two weeks as not all provinces commence phase 1 de escalation tomorrow; Madrid, Granada and Malaga to name 3 are being re-evaluated in 2 weeks.
At the moment, Spain’s borders are closed to everyone except citizens, those holding residency and cross border workers. France has stated it will open its borders to some, but I believe that is with 14 day quarantine. It is unlikely Spain will open its borders until the de-escalation has been completed in all provinces, so we are looking at early July at the very earliest. I imagine that even then, there will be quarantine restrictions for new arrivals.
Apropo if that, Austria have instituted a mandatory test on arrival, for which you are charged 200€. Again, I would not be surprised to see Spain follow a similar path.
