I'd like to make some informal enquiries with Garrucha local government regarding the payment of council charges and related matters concerning a building I own property in that appears to have no formal community organisation.

I regret I do not speak Spanish. So I hesitate to approach offices directly. But I'm not even sure where the offices might be.

For instance - are they in the town hall complex thats on Calle Mayor?

When I wanted to set up accounts for utilities I had to go to the endessa (electricity) office in Vera and Galasa also in Vera.  Whether they both have offices in Garrucha, although I think endessa have.  As for diputation De Almeria for your basura etc payments the local council will probably be able to help you there.  Good idea to have a translation app on your phone but you may find nowadays that someone in the council offices speaks some English.  If you are buying in Garrucha why not ask your inmobilaria who sold the property to you. The town hall in Garrucha is in the main square behind the paseo mediterranio (sea front) near the post office. The electricity office is on the calle major.  Hope this is of help to you. You'll have to check whether your water is still supplied by Galasa as mine was changed to codeur a few years back but i am on the outskirts of Garrucha technically Vera Playa.
