we have found that getting a padron is the easiest thing to do and does not usually need the assistance of an interpreter. just use google translate on the phone if you have it. take your proof of where you live and passport with you.

We have already had one appointment at Cuevas. The assistant used translate to try and tell us she needed proof of IBI & Basura which had been paid but did not show on her system so could not issue Pardron.
Never heard of any town hall wanting to see proof you have paid IBI and Basura especially as you sign on the padron as soon as you have moved into your house so will not have paid either bills before you have moved in.

Exactly. We have a rental agreement and took that with us - plus passport. As we don't pay Basura or IBI and the utilities bills are in landlord's name we would have been unable to meet that claim. The town hall clerk must be mistaken.

Some neighbour's have been to register for Padron with a copy of their rental agreement and have been refused as they want the original and not a copy.
It's a big problem as the landlord lives in the UK with the original.

That’s appalling. In that situation I would think a gestor or solicitor might be required. It may be that the copy of the rental agreement does not have a clear original signature, preferably in blue ink...
At this rate the functionarios will be demanding that you turn up at the town hall accompanied by the landlord! It’s actually in the interest of the town hall to have as many registered in the padron as possible, their local budget income is decided on that figure.

Hi There,
I live in the cuevas area and I know you need to show evidence of IBI and Basura payments in addition to your escritura or rental contract, plus your passport.
There is another office around the corner from the town hall (it’s in the small plaza where Megabit it). If you go there, they will print off your IBI and Basura payments; the lady I saw spoke English too.
Don’t forget your NIE number too

This can easily be challenged by a lawyer or Gestor. It's not a legal requirement for a tenant to pay Basra or IBI, many landlords pay this. It was not necessary when we obtained padron in 2018 - and our utility bills (that we pay) are also in the name of the landlord.
I don't believe the legislation re padron registration varies so much within Andalucia - or even within ONE province - Almeria! The explanation is simply a few inexperienced and poorly trained staff in individual town hall offices. Ask to speak with a supervisor.

NB: in Almeria you need padron to apply for residency/TIE and it is usually only when you get residency that you will obtain an NIE number.
