Hi

MY hire car has been hit today by Marserena car park. The guy spoke no English and was hassling me alot. He eventually gave me what I think is an insurance doc but it looks out of date by 12months. I'm told I need to get a case number. The guy has driven off.

Who do I call and will they speak English?

Your insurance company of course, or car hire company.

The reason the man spoke no English is because he was probably Spanish. Did you speak Spanish to him?

Of course he only spoke Spanish. And of course he speaks no English. I've contacted the insurance and car rental company. The man gave me an out of date insurance doc. My question was how to report it to get a case number with the police as the car rental place advised me to do so but couldn't tell me where to call.

I think you need to contact the police station in Aguilas not far from decathlon.  Best to take an interpreter.  Most charge about 10 euros an hour.  We had an accident which the police dealt with.  We were asked by insurance company to get the number from the police station.  Good luck. We were told they don't speak english.
