Hi

My 16 year old son wants to have an electric scooter to ride in Mojacar Playa, if he rides it in cycle lanes is it legal?

Kind regards

don't know about the legality but strongly recommend a helmet and other safety equipment, gloves elbow protectors and that's just the pedestrians!    Not sure that there seems to be any rules the number of them there are zooming up and down just not allowed on the pavement but that doesn't stop them doing it.  Wouldn't mind if they had a bell to warn you they are fast approaching from the rear in silence.

The laws keep changing on this.

The dilemma is - are they bicycles or powered vehicles? Police and laws get in an almighty twist about the situation and usually it comes down to power rating as to how they are dealt with - for instance should they be on the road or on a path. They are toys and transport depending on a model. Expect a lot of confusion because not many people understand this including the police. In some cities, local by laws are supposed to regulate them bu then they don't/ and police enforcement is erratic too.

For me they are the answer to a lack of action on reducing car driving and fuel consumption in cities but they are always a side issue for authorities.

For you , you need to consider what your son wants it for. Fun, amusement - a low power version with a short range as you would use a biicycle? You would probably not want him to ride a motorbike yet some scooters can go as fast as to cause great damage in the same way an unlicensed motorbike driver could. Education of riders by parents, like the proper use of bicycles is  necessary in any case?
