An NIE is a fiscal identifier; it is required for all major purchases in Spain, therefore to purchase property, you will definitely require an NIE. It’s not a card, just a piece of paper with your NIE printed on it, and whilst the number assigned is for life, the piece of paper that you are issued is valid as proof of NIE for three months.
You do not have to present yourself to obtain an NIE and one can be sought on your behalf by a solicitor / Gestor etc. Residency is not a requirement for owning property ergo an NIE can be issued without residency.
You can apply and get your NIE form from the Spanish Embassy in your home country. Just contact the embassy and make an appointment and supply whatever requirements are needed e.g. passport, utility bill, possible application for bank account, details of property purchase in Spain. Do it yourself and it will cost around €8.00. Use a solicitor or Gestor and it will cost you considerably more.
If you have a spouse or partner it would make sense to get an NIE form for him/her too.

I'm in the process of buying a villa in Arboleas. I know I could have done it cheaper myself, but to save the hassle I just got my solicitor to do it.
