I have seen posted here occasionally questions regarding whether a non-resident can / should get a Padrón.  I came across this advice from a firm of solicitors here (CTR Solicitors - Carmen Torrecillas R) on another forum and wanted to share the advice they are giving:-

Non-Residents shouldn't be on the padrón.  Being on the padrón is proof you are a resident.  That means tax resident too so you may be asked to do a tax return and pay back tax.  (This last was in response to someone saying they were non resident and formerly on the Padrón)

Hi Dario,hope you are well.

That is correct in what you are saying,I would also like to add that at the Vera town hall,the lady who done our renewal told us that it is not neccisary anymore to renew them every three months. Not sure if this is a new thing or to cut down on people movement during the covid pandemic.

Only need to renew if you need the certificate.  Padrón for residents is valid 2 years, it’s only the certificate that is valid for 3 months
