What happens if you get residencia after new application rules TIE prior to 31/12/2020 and exchange your U.K. license for Spanish ,Then say for instance you decide to go back to Uk if you can’t settle after 31/12/2020 would you be able to exchange it back to U.K. or Would you have to resit the Test . Any help on the matter would be greatly appreciated

Make a note of the driver number on your UK Licence - if you return to UK, it’s a simple matter of application to DVLA quoting that driver number for a replacement Licence (lost / stolen) and you get your UK licence back. It costs £20 and takes about 3 weeks.
You can also ask DVLA for a certificate of entitlement to drive which will list your licence validity dates and classes of vehicle you are licenced for.
I speak from experience as this was exactly what I did when I returned from 10 years in South Africa.
