My Spanish neighbors leave a large dog therthed outside all the time & disappear sometimes all day & all night and the dog barks hours at a time who can I contact to stop this they have no interest in the dog at all it is never taken for a walk

There is a rescue group called save our spaniels on Facebook, who rescue spaniels and Bretons from Spain. They can be abandoned or stray dogs, dogs that are being mistreated or just ignored by owners and also dogs that have been given to the perera in Spain to be put down just because they are no longer wanted. They are excellent charity and if they can’t help you then they will be able to put you in touch with a dog rescue local to you in Spain that may be able to help you. Please try them first as they try to save any dog from being put down. ❤️
