Hello everyone, 

Hope someone can help me. I have to get a Padron. Now I have downloaded a form from the townhall in Arboleas. This I can fill in. My question: do I still need a signature from someone from the townhall?

Yes!

It is not accepted without the town hall stamp, which you have to pay for. This is the Spanish version of the electoral role, and takes a few days to process. 

Take you and your form(s) to the town hall. HTH

Just bear in mind if you are not a resident when you have finished whatever you need the pardon for make sure you take yourself off the pardon because it can cause you lots of problems with the tax authority in Spain.in the fut

The one online is out of date and they won't accept it. Just go to the town hall with your passport, TIE, and rental contract or escritura and they'll fill one in there and then.

You don’t say why you need to register on the Padron which is the key question. If you are resident in Spain or in the process of applying for residency then you need the Padron. If not then you should not need it. If you are not resident or applying for residency then you definitely should not register, by doing so you may become liable to pay income, capital gains and wealth tax in Spain. There have been many examples where people buying property or cars have been told they need the Padron , this is not correct. 

If you do need it you should be able to go to your local Ayuntamiento (town hall) either with your documents of property ownership or rental showing that you live in the town along with identification documents to prove you are who you say you are. You may need to arrange an appointment in advance. 

Despite the previous comment the local government will not charge you for issuing the Padron.

Then as others say, go in person to the town hall (you may need to make an appointment, you do at Vera, not sure about Arboleas), take your passport, deeds or rental agreement and NIE number. There is a small charge at Vera town hall about two euros and they won't accept cash anymore, so have your debit card with you just in case. I expect the difference by being charged or not depends on the area.
