You need residencia before you can apply for your Spanish liscence.  You also have to pass a medical. [ very minor) and a small test    Cat services can help.  

Cats can help with the paperwork side of things, the medical incorporates an eye sight test, general health work up, the "minor" bit is a two handed co-ordination test where you need to keep a "car" inside variously straight and bendy bits of road, the more times the machine buzzes the more likely you are to fail lol, be careful what categories you request transferring to you're new Spanish licence, don't just put "everything" because everything includes hgv's, coaches, trailers etc, in the end the person in the last office where you have you're photo taken decides what category they'll allow. Expect quite a delay because it might seem that there are tons of people panicking to change. At least CATS can get you a temporary permit to drive that's valid if you get stopped for any reason.
