has it broken inside the mechanism if not get some strong cord an an electrical block connecter to join them,I had to do it on a light pull switch

I can pull it up and down but it won’t lock in position .

right, in the meantime try a clothes peg or bulldog clip placed on the cord when it is pulled up that should hold it in place then just take it off to lower it
